Notifications to the HSE

The HSE has provided information on arrangements for the receipt of notifications under Section 4 of the Public Health (Alcohol) Act 2018.

Background

Section 4 of the Public Health (Alcohol) Act 2018 places an obligation on an applicant for the grant or renewal of a licence under the Licensing Acts 1833 to 2011, or for the grant or renewal of a certificate of registration under the Registration of Clubs Acts 1904 to 2007, to notify the Health Service Executive (HSE) National Environmental Health Service in writing of their intention to apply one month in advance of doing so.

The notification process will differ depending on whether the application is to the Courts Service or to Revenue.

Applications to the Courts Service

The HSE has been added as a notice party to the Courts Service Online (CSOL) system, meaning that notifications can be made through www.csol.ie.

Notice must be served on the Principal Environmental Health Officer (PEHO) for the relecant area. They can also be sent by post or email to the to the relevant PEHO. Contact details are available on the HSE website.

Applications to Revenue

Applicants to Revenue can now notify the HSE through the HSE's online portal.

This portal is not to be used if the application requires a court certificate. A user guide for the online portal is available on the HSE website. www.hse.ie/liquorlicence.
